City of San Diego Declares Level 2 Drought Alert
RESTRICTIONS ON WATER USE WILL AFFECT ALL SAN DIEGO CITY CUSTOMERS
The mandatory water use restrictions included with the Level 2 Drought Alert Condition will affect all City Water Department customers. Under Level 2, all voluntary conservation practices currently recommended by the City become mandatory. In addition to a host of specific requirements spelled out in the Emergency Water Regulations, Water Department customers will be required to:
- Water lawns and landscape only before 10 a.m. or after 6 p.m.
- Water only three times a week from June through October.
- Know their watering days:
- Homes with odd-numbered addresses can water: Sunday, Tuesday & Thursday
- Homes with even-numbered addresses can water: Saturday, Monday & Wednesday
- Apartments, Condos and Businesses can water: Monday, Wednesday & Friday
- Standard lawn sprinklers can water: Only 10 minutes.
- When taking their car to a car wash, use only those that recycle their water.
- Wash their cars at home before 10 a.m. or after 6 p.m. only, and use a bucket and a hose with a shut-off nozzle.

CLCA Supporter of Stop Hidden Taxes
CLCA recently agreed to be listed as a supporter of Stop Hidden Taxes, a coalition formed to qualify and support Initiative 09-0093. This proposed ballot measure would stop the state Legislature from imposing hidden taxes on Californians and would be in opposition to Initiative 09-0057, which would reduce the vote threshold for passing the state budget from two-thirds to a simple majority vote.
The use of "fees" to raise funds to support government programs has been an issue for businesses for many years. In fact, fees have grown faster than taxes over the past 10 years. A big reason for this growth is that fees can be passed with a 50 percent vote of the Legislature instead of the two-thirds vote required to raise taxes. Under Initiative 09-0093, lawmakers would have to get a two-thirds vote to pass "fees."

July 14: San Diego Regional Water Quality Control Board Meeting
The San Diego Regional Water Quality Control Board has scheduled a special meeting on Wednesday, July 14, beginning at 9 a.m. at the Water Board's office at 9174 Sky Park Ct. in San Diego. The purpose of the meeting is to hear the following action item:
Tentative Resolution No. R9-2010-0066, A Resolution Approving the Hydromodification Management Plan for the County of San Diego, the Incorporated Cities of San Diego County, the San Diego Unified Port District, and the San Diego County Regional Airport Authority.
Any proposed changes to the Tentative Resolution must be made by the close of business on June 25. Contact Christina Arias, (858) 627-3939.
